Eng. Sameh Halawa is a senior project controls and planning professional with over 14 years of experience in project controls, planning, delay analysis, claims, and contract management within complex construction environments.
He currently leads the Planning Team at Elegancia Group, where he oversees the development, monitoring, reporting, and updating of project programs to accurately track progress, support reliable time assessments, and enable informed executive decision-making. Working closely with senior management, he specializes in Extension of Time (EOT) claims from planning, contractual, and dispute-resolution perspectives.
Eng. Halawa holds an MSc in Construction Law and Practice from the University of Salford (UK), a BSc in Civil Engineering from An-Najah National University (Palestine), and a Diploma in Forensic Delay Analysis from the College of Contract Management (UK).
He is certified by the Project Management Institute (PMI) with seven professional credentials, including PgMP and PMP. He is also a member of the Chartered Institute of Arbitrators (CIArb) and the Chartered Institute of Building (CIOB), and is professionally registered with UPDA in Qatar, reflecting a strong combination of technical, legal, and analytical expertise in managing time-related risks and disputes.
